Planning Board recommends County Council adopt 2026 basic services maps for water, sewer and transportation

The Baltimore County Planning Board voted Feb. 19 to recommend the County Council adopt the county’s 2026 basic services maps for public water, public sewer and transportation.

Chair Scott Halopka said the item was first presented to the board on Jan. 15 and that a public hearing had been held on Feb. 5. Andrew Brown of the Department of Public Works and Transportation was on hand to answer technical questions about areas flagged as deficient.

Board members asked Brown whether recent map changes reflected system capacity limits or planned rehabilitation work. Brown said a relief sewer under construction in the Brooklynville area should address the localized issue there; Lake Roland was not flagged for deficient capacity but is undergoing a structural lining and related rehabilitation after staff discovered corrosion in an underwater concrete pipe.

After brief discussion the board moved to recommend adoption of the maps as submitted in the director’s memorandum from the Jan. 15 meeting. The motion carried on a roll‑call vote in which multiple members recorded “Aye.” The recommendation will be transmitted to the County Council for formal action.

The vote completes the Planning Board’s annual review of the maps; staff said the maps will be revisited next year as conditions change and as infrastructure projects (including relief sewers and pipe rehabilitation) are monitored for effectiveness.
