State tutorial explains ECE Reporter deadlines, enrollment rules and data updates

In a short tutorial video, Dina Miranda, an education services assistant in the early care and education division at the Office of Early Childhood, walked providers through how to use the ECE Reporter portal and highlighted several operational clarifications for Early Start Connecticut providers.
Miranda told viewers where to find help and documentation on the ECE Reporter welcome page and demonstrated key tools, including a family fee calculator, English and Spanish FAQs, data definitions, a revised user guide and updated video tutorials. "This is the login or welcome page that we call it to ECE Reporter," she said while showing the site’s resources and the help desk link.
She called attention to a temporary extension for state monthly reporting tied to the system transition. "Monthly reports for the months of July and August are not due until September 12 or by September 12," Miranda said, adding that the extension was granted because of the conversion to Early Start Connecticut.
On data entry, Miranda emphasized required fields and attestation steps. Using a sample child record, she said fields displayed in dark blue must be completed and that users should "hover over" question marks for guidance. She repeated that the attestation at the bottom of a child’s record must be checked before the user can "save and continue" to family address, family fees, income, enrollment and child assessments.
Miranda also cautioned providers about a site-calculated monthly family-fee figure that can misrepresent real collections over time and announced an upcoming change. "We will be removing this feature," she said, instructing programs to enter the weekly fee they collect and household income instead.
On enrollment and funding dates she said the system requires start dates of July 1 or later because Early Start Connecticut did not exist before July 1. She gave an illustrative error: a child with an enrollment date of 06/25/2025 would be invalid under the new system, and providers should set funding and enrollment start dates that reflect the state-funded slot (for many children, July 1).
Miranda also showed where providers can verify their role type (for example, ESCT provider), associated organizations and program sites on the dashboard and where to find registry ID, license number, funding source and awarded capacity for each contracted space type. She urged providers to submit a help desk ticket if account information, associated organizations or program sites are incorrect.
The video closes with Miranda thanking viewers and saying more short FAQ tutorials will be released. She reminded providers to read the confidentiality agreement that appears at login and to review on-screen pop-up messages for important notices.
