Summary
The committee approved raising a concept to establish a working group to study energy drink consumption by children after a roll-call vote. Some members opposed the concept, saying earlier proposals had targeted bans and that measures could harm small businesses.
The Children's Committee advanced a concept to establish a working group to study energy drink consumption by children. Representative Comey moved to raise the concept and Representative Belton seconded the motion.
Opponents, including Representative Dauphine, said earlier proposals had contemplated bans and that the approach—signage or other retail-facing measures—could harm local small businesses. "This is to look at putting signage up, and there were a lot of people that came in and testified against that with regard to their businesses," Dauphine said, and stated she would vote no on the concept.
The clerk conducted a roll-call vote on agenda item 2 and recorded multiple yes votes and at least one no vote from Representative Dauphine. The clerk paused before announcing a final tally on the recorded audio in the transcript. The chair said votes would be held open until noon.
The concept was advanced for study; the working group would examine energy drink consumption by children, with the nature and scope of any future recommendations to be determined in later committee work.
