Staff presented background on prior hearings and the rationale for proposed boundary realignments that would bring approximately 252 employment-center acres adjacent to the town center into the plan area, of which roughly 50–60 acres were identified as developable given steep slopes, wetlands and streams. The draft includes a recommended Edge Commercial District intended to allow limited uses that minimize infrastructure impacts while aligning with town-center goals.
The presentation added language noting the Mill Creek subwatershed is showing signs of ecological stress and recommends minimizing new impervious surface and enforcing effective sediment control during construction. Staff recommended assessing impervious-surface data every five to seven years and provided a list of permitted uses for the proposed districts in attached materials.
The commission approved the motion to schedule a public meeting on March 18, which will give the public another formal opportunity to comment and allow staff to return with responses to outstanding questions about development potential and permitted uses.
