Library staff presented a revised discrimination and harassment policy at the Feb. 17 Davenport Public Library Board meeting and asked trustees to review the draft ahead of a planned vote in March.
According to staff, the policy was reformatted to the library's current template, updated to ensure compliance with existing law, and clarifies definitions of discrimination and harassment while explicitly prohibiting retaliation. Staff stated the policy also lists certain EEO hiring requirements and outlines procedures for responding to complaints. The presenter said the policy was originally approved in 1991 and that the library tentatively met 82 of 85 accreditation standards in the most recent report.
Trustees asked detailed questions about the scope of the policy, whether procedural steps should be cross-referenced in the policy text, and how the rights of the accused are protected during investigations; staff replied that procedures and more granular steps are included in the administrative procedures (administrative policies) and pointed to section 5.2 as addressing investigation steps and protections.
