County staff review recorder software vendor and internet options as IT problems persist

Summary
County IT staff discussed a possible end to the current managed-services contract, vendor Fiddler presented recorder-office software and support terms, and Mediacom offered fiber internet to the courthouse; staff flagged a 90-day decision window on the current contract and noted PBX audio delays.
County IT staff told the Board of Supervisors on Feb. 17 that the county faces a 90-day window to decide whether to continue its current 'Solutions' managed-services contract. Staff said the annual cost of that contract is about $35,000 and recommended the board consider a move to a break/fix or "silver" plan if usage patterns justify it.
Representatives from Fiddler presented their recorder-office software and support model. The vendor said core, legally required upgrades included in a life-cycle agreement would be provided at no extra charge, while nonessential customizations could incur additional fees. The vendor described partner relationship managers, quarterly on-site support and public-search support as part of its standard contract. Fiddler said it works with several Midwest counties and would coordinate training before deployment.
County IT staff reported continuing audio-delay issues with the PBX (3CX) rollout and said network changes are being tested before a broader rollout. The staff updated the board on internet options: Mediacom has offered to install fiber to the courthouse at no cost and can provide 500 Mbps or 1 Gbps service; CenturyLink (branded as Movement in the transcript) quoted higher prices. IT staff will bring detailed pricing and contract terms back to the board for consideration.
Staff also said the recorder's office is preparing local hosting and will need a licensed SQL server; the assessor and other offices will be able to access shared data under planned configurations. The board asked staff to return with formal recommendations on contract renewal, transition timelines and associated hardware and licensing costs.
No formal contract award decision was made at the meeting.
