Planning staff read the application and noted the property had previously been used as a cafe but had been vacant for several years, requiring reapplication. Staff reported all adjoining properties are in the Village zoning district and that the Planning Commission held a public hearing with no opposition and recommended approval by a 6‑0 vote.
Stacy Greer appeared and confirmed she would run the cafe and serve bikers, hikers and local residents using nearby Creeper Trail. Supporters in attendance praised the business and the board moved to approve the special‑exception permit. Supervisor Pennington moved to approve; McCall seconded and the motion carried by voice vote (5‑0).
The board closed the public hearing and the applicant is authorized to proceed with permitting consistent with the approved special-exception conditions.
