Washington County supervisors on Tuesday voted to award a $521,920 contract to Quisenberry Construction to replace interior and exterior concrete slabs at the county transfer station and approved a $530,992 supplemental appropriation to cover the work.
Tammy (county staff) told the board the county issued an invitation to bid on June 25, held a mandatory pre-bid on July 9 and received a single sealed bid from Quisenberry Construction for $521,920, which included a $339,500 base bid for the interior slab and a $180,500 additive for the exterior slab. Tammy said staff judged Quisenberry to be responsive and responsible after performing due diligence and contacting other contractors who said the project timeframe exceeded their capacity.
The board heard that the county has $530,992 available in capital improvement funds (a $104,793 carryover for solid-waste facility improvements and $426,199 in solid-waste heavy-equipment funds) and that those funds would be reallocated to the slab project. Public works staff said the interior slab condition presented a safety and operations hazard: a recent patch held temporarily but the floor requires full replacement. Staff warned the station could be shut for two to three weeks during construction, and collections would be diverted to an out-of-county landfill during that time; the county plans advance signage and a press release to minimize disruption.
Board members pressed staff on contractor sourcing and the effect of using heavy-equipment funds for the project. Staff said the heavy-equipment funds were no longer needed under a new contract and could be repurposed for the slab. The motion to award the contract, authorize Ms. Berry to sign, and approve the supplemental appropriation passed (motion made by a board member; second recorded). The board emphasized the county will try to limit interruptions at busy convenience stations while replacement work is under way.
The county identified Quisenberry Construction as located in Big Stone Gap. The county will notify residents in advance of closure dates and coordinate alternate disposal options during construction.
