Washington County adds multiple road projects to comprehensive plan to pursue Smart Scale grants

The Washington County Board of Supervisors voted unanimously Aug. 27 to amend the county comprehensive plan to include multiple road improvements so the county can seek Smart Scale grant funding.
Board members said the additions will allow the county to submit two Smart Scale applications. The changes add improvements near King Mill Pike (State Route 647) and Jordan Lane (SR 867) tied to a new residential subdivision, and intersection upgrades at SR 75 (Green Springs Road) with SR 670 (Green Springs Church Road) and SR 665 (Cleveland Road), plus work at SR 91 (Maple Street) and U.S. Highway 11 (Lee Highway).
County staff said the comp-plan amendment is a procedural requirement for Smart Scale eligibility and that Roland (county staff) planned to submit the applications the next morning. No members of the public spoke in the hearing for or against the amendment.
"This is a change to the comprehensive plan to include those in our current comp plan which is required for Smart Scale," staff told the board, noting it allows the county to apply for grants tied to the R3 subdivision.
Supervisor Phil McCall moved to add the roads; Supervisor Hargis seconded. The motion passed 7–0.
Board next steps: staff will file the Smart Scale applications per the timeline noted in the meeting packet. The board took no separate fiscal action at the meeting beyond approving the comp-plan change.
