Staff explained the contractor encountered unsuitable soils once the old concrete was removed and performed corrective work so the contractor would not leave the site and delay reopening. The recommended funding plan allocates $30,461.05 from the capital improvement contingency reserve and $13,874.17 from the board's contingency reserve to cover the total change order.
Board members stressed the revenue importance of reopening the facility to commercial waste customers; facilities and the facilities committee had authorized continued work to avoid losing the contractor. On motion, the board approved the change order and the requested transfers.
Staff said the board contingency balance would be reduced following the transfer and that scheduling and follow-up would be reported to facilities and the board.
