Board approves tax-exempt status for two Fairview housing properties

Mr. Snodgrass summarized the legal standard and recommended the board consider the files in order. The board opened the meeting for public comment.
Bob Garrett, speaking for Fairview Housing Management Corporation, described operations at both addresses and the services provided. "So far since we opened in August 2023, we have served 178 women," Garrett said, adding that the program provides licensed mental-health and substance-use assessments, outpatient services, and workforce development. He said Medicaid reimburses services and that the facilities have provided thousands of meals, bed nights and clinical contact hours since opening.
Board members asked clarifying questions about parcel sizes (6.838 and 2.251 acres were noted) and confirmed the county is following the statutory 608-question checklist for exemption eligibility. No speakers opposed the application.
On motion, the board voted to approve and adopt the ordinance authorizing both Fairview properties to be listed in Appendix D and to receive tax-exempt status. The chair called the question and the motion passed.
The board did not attach additional conditions to the designation; staff and the applicant may complete any codification steps required to formalize the Appendix D listing.
