Daggett County approves $5,679 Esri GIS annual subscription and sole-source request

Daggett County commissioners on the record approved a $5,679 annual subscription to Esri Inc.'s ArcGIS system and also approved a sole-source justification for the purchase. The subscription covers user, viewer and mobile licenses the county uses for mapping and field inventory work.

County staff explained that the subscription supports multiple departments, including assessments, IT, roads, water and sewer. “It’s user licenses,” said Speaker 2, describing the mix of viewer and mobile access included in the purchase. Commissioners questioned how the cost should be allocated across funds, particularly whether portions should be charged to sewer and water (Fund 28) and whether the RDA should share in the cost.

Commissioner Speaker 3 pressed for clarity on which departments use mobile licenses and on the account codes being charged. Staff confirmed there are two mobile licenses (about $402 each) and a combination of viewer and other user licenses; one speaker noted a split of roughly 60/40 was being used for water and sewer allocations. The commission agreed to approve the full invoice amount and directed staff to rework the internal billing splits and correct account coding prior to final signature.

Speaker 3 moved to approve the purchase and the sole-source request; the motion was seconded and carried with commissioners answering “aye.” Staff said they would provide a corrected document for signature that reflects the updated fund allocations. The subscription is for one year; commissioners noted they will revisit renewal and potential RDA contributions during next year’s budget discussions.

Action and next steps: Staff will finalize internal fund splits and provide the corrected purchase paperwork; the county will reconvene those accounting adjustments outside the motion that approved the full amount.
