Plainview ISD tables proposed FD Local revision on homeschool participation in UIL

The board discussed a proposed revision to FD Local to permit homeschool students to participate in University Interscholastic League (UIL) activities and opted to table the revision for more information.
Coach Reid presented research and practices from other districts, described vetting procedures (letters of intent, parent meetings, adherence to UIL reporting and grade requirements) and said some districts report a per-student UIL funding offset for homeschool participants. Trustees asked whether homeschool participants could displace current students in varsity positions, how the district would verify academic accountability and which sports or activities would be affected. Several trustees requested additional input from other coaches, the athletic director and a representative from the UIL District Executive Committee.
Board member concerns included competitive balance, potential increases in facility use, coaching workload, and the need to guard against selective enrollment. Trustees asked administration to review the board policy text, seek UIL guidance and return with recommended administrative regulations and proposed policy language. The board voted to table the item and requested staff present stakeholder feedback and legal/operational guidance at a future meeting.
The item will be revisited after administration collects additional information and coordinates with athletics staff and UIL representatives.
