Committee advances bill to require ID number on advance ballot envelopes

The Committee on Elections voted to advance House Bill 24-93, which would require the identification number from a voter’s driver’s license or non-driver identification card to be listed on the envelope or the statement that accompanies an advanced ballot.
Mister Reviser summarized the bill for members, saying it "adds the requirement that the identification number of the person's driver's license or non driver's identification card be listed on either the envelope or the paper that follows the ballot." Ranking Minority Member asked whether any proponents had come forward since the hearing; the chair said testimony is closed but the floor could reveal additional input.
Vice Chairman moved to pass the bill favorably and Representative Sutton seconded the motion. The committee approved the motion by voice vote; Representatives Simmons, Meyer, Moseley and the ranking minority member asked to have their votes recorded.
The bill would change the information required in the envelope system for advanced or mail-delivered ballots. Committee members did not debate implementation details at length during the floor vote but noted clerks and the Secretary of State would have implementation roles if the bill advances.
