Regional Development Authority to re-rank Ready projects; $5.177 million must be obligated by June

Kevin Collins, identified on the record as Jefferson County's RDA representative, told the county commissioners on Feb. 19 that the regional authority will reallocate approximately $5,177,000 from two projects that missed state deadlines and that rapid public review and scoring will be required to meet state timelines.
Collins said a first public meeting with two-minute presentations and on-the-spot scoring will be held at Ivy Tech Sellersburg at 10 a.m. Friday, March 6. That meeting will produce a public ranking; recommended allocations will be announced at a second public session at 10 a.m. Friday, March 13, same location. Collins warned that the state defines formal obligation as documentation submitted to the Indiana Economic Development Corporation's grant portal and that all obligations must be in place by June 30, 2026.
Projects noted in Collins' remarks included the Ivy Tech Jefferson County animal-shelter and vet-nursing program and the City of Madison's application for additional amphitheater funding. Collins emphasized the state has the final approval and that the RDA's recommended allocations are subject to state due diligence.
County commissioners did not take a vote on the RDA process at the meeting but were urged to share the March meeting dates with prospective project applicants. Collins said roughly 23 applicants will present and that the ranking will be public at the March 6 session.
