House committee hears bill to audit and streamline Business Oregon programs

The House Committee on Economic Development, Small Business and Trade opened a public hearing on HB 4,062 on Feb. 2, 2026. The bill directs the Oregon Business Development Department, commonly known as Business Oregon, to evaluate, streamline and consolidate its programs and application processes and to make related recommendations for the 2027-29 budget cycle. The measure includes an emergency clause and would be effective on passage.

A staff presenter summarized the bill for the committee and described its goal as making it easier for businesses to find and use state programs. Sponsor Representative Daniel Wynn said that while Business Oregon oversees more than 90 programs across several divisions and often manages grant programs well, many businesses report difficulty identifying programs that could help them stay open or grow.

Representative Wynn told members the bill "simply asks the agency to provide more detailed analysis and evaluation of their programs" and emphasized the effort is intended to ensure the agency has the resources and authority to support businesses in a post-pandemic, global economy.

Committee members questioned whether the bill carries a fiscal impact. A legislatively staffed fiscal official told the committee that the Legislative Fiscal Office would review any fiscal impact if the measure advances to a work session. The staff summary and Representative Wynn both indicated the measure declares an emergency; no committee vote on the bill was recorded in the hearing transcript.

The committee closed the public hearing after questions and did not take a formal vote during the hearing. The bill will follow the Legislature's normal process for committee work sessions and fiscal review if it is scheduled for further action.
