Oregon Senate adopts short-session rules in SCR 207, waiving some reading requirements

The Oregon State Senate on Feb. 2 adopted Senate Concurrent Resolution 207, a deadlines resolution that lays out procedural rules and timelines for the 35-day 2026 short legislative session.
Senators suspended constitutional and internal reading requirements to expedite consideration of SCR 207. After the rules suspension was approved, the chamber proceeded to second and third reading and a final roll-call vote. The resolution was declared adopted with 25 ayes; senators voting nay were Drazen, Linthicum, Robinson, Brock Smith and Thatcher.
"This is the deadlines resolution for this session and let's pass this key and we'll keep things, you know, on track and order," said Senator Jama during third reading, urging support for the measure.
Senator Starr, who earlier sought suspension of section-by-section reading and multiple-day title-only requirements, said the procedural changes would allow the Senate to meet tight short-session timelines and urged a yes vote. The Senate rules were suspended without objection to permit second and third reading on the same day.
By adopting SCR 207 the Senate set the procedural calendar it will operate under for the short session, including the deadlines the rules committee recommended. The rules committee had earlier reported the resolution back recommending adoption.
The resolution received committee consideration in the rules committee before floor action; the committee report recommending adoption was recorded in the journal and status report.
The adoption means the chamber will follow the deadlines and procedures set in SCR 207 as it considers bills and other measures during the abbreviated session. The Senate adjourned for the day with the calendar and committee assignments in place.
