DPS says Stephen C. McCraw Law Enforcement Academy on schedule; project budget reported over $388 million

Project staff for the Stephen C. McCraw Law Enforcement Academy told the Public Safety Commission that construction is underway on a 136-acre Florence campus intended to consolidate DPS recruit training and provide a statewide law enforcement training hub.
Neil Craig, senior project manager with Broadus and Associates, said the project team completed construction documents in October 2025 and began full construction in January. "Our substantial completion date is September '27 and DPS occupancy will be in November 2027," Craig said. He described more than 430,000 square feet of interior conditioned space, a 123,000-square-foot Building 10 with three 200-seat classrooms, two recruit dormitories totaling 408 beds, a dining hall and associated utilities including a wastewater treatment plant.
Craig and the project team told commissioners the campus will require roughly 6.2 miles of off-site water line to tie into the City of Georgetown system; presenters said water service is expected to be operational by September 2026. The team reported a current total project budget of "over $388,000,000" and that executed design and early construction work totals approximately $37,000,000 (about 10% of the budget). They also said the project is holding $18,000,000 in program contingency.
The Texas Facilities Commission approved a guaranteed maximum price for a construction package in November, but the transcript does not contain a clear, reliably transcribed dollar figure for that GMP; project staff said they would provide updates in future briefings. Presenters showed renderings, described active site work (piers, grade beams and underground utilities) and said several long-lead mechanical and electrical items had already been ordered.
Commissioners thanked the project team and asked about integration of the existing campus facilities; presenters said the existing main building on the Florence campus will continue to provide classroom space and that a feasibility study is underway to determine long-term repurposing options. The commission received the update and will expect further status reports on schedule, budgets and permitting.
