Joint Ways and Means committee introduces omnibus, bond and technical budget bills

Committee staff summarized a package of legislative concept (LC) bills the committee introduced on Friday during a work session of the Joint Committee on Ways and Means.
“The program change bill makes statutory changes needed to implement the budget,” said Committee staff (S5) as they described LC 319 and the other measures. The package includes LC 319 (a program change bill that corrects a statutory section reference to ORS 292.411), LC 321 (a bond authorization bill with a technical adjustment to bond proceeds for two previously approved projects that does not change the amounts authorized), LC 322 (a capital construction bill providing six-year expenditure limitations), LC 323 (an allocations placeholder for lottery, marijuana, criminal fine account and Fund for Student Success distributions), LC 324 (fee ratification of administratively adopted or increased fees since the 2025 legislative session), and placeholder/reconciliation measures LC 325/LC 326 and the omnibus LC 327 (the omnibus budget reconciliation bill reflecting interim committee adjustments).
Unidentified Speaker (S6) moved to introduce LC 319, LC 321, LC 322 and LC 323 as Senate bills en bloc; Co-chair (S4) repeated the motion and asked for discussion. An unidentified representative (S7) placed on the record that House Republicans’ support for introducing the committee bills did not imply future support for passage. The motion was approved by voice vote after Co-chair (S4) recorded Representative Valderrama as voting “aye” and heard no objections.
Later the committee moved and approved en bloc introduction of LC 324, LC 325, LC 326 and LC 327 as House bills.
What happens next: introduction clears the way for the bills to be assigned bill numbers and to advance through the committee and floor processes; the committee record shows these introductions were approved by voice votes with no roll-call tallies recorded in the session.
The committee adjourned after completing the introductions and other agenda items.
