SALT LAKE CITY — The Utah House on Feb. 23 adopted HCR 8, a concurrent resolution directing the Public Employees Health Program (PEHP) to establish a weight-management and obesity pilot program for qualified members that can subsidize GLP‑1 medications and permit access to bariatric surgery for those who do not respond to medical therapy.
Representative Stewart Barlow, sponsor of the first substitute, said the resolution allows PEHP to use existing program infrastructure to offer a pathway for public employees and their families. Under the plan described on the House floor, qualified participants would undergo an application process and six months of health coaching; the program would cover half the cost of eligible GLP‑1 drugs up to $300 per month for qualified members.
Barlow said the resolution also establishes a clinical pathway that would allow participants to switch to a surgical option if GLP‑1 drugs prove ineffective after six months. “Bariatric surgery is intensive and often has unintended short- or long-term consequences. GLP‑1 drugs are a safe alternative to surgery for those seeking medical weight-loss options,” he said.
The resolution drew little floor debate and the House approved the first substitute by a 68–2 vote. The measure will be transmitted to the Senate for its consideration.
