The House Committee on Economic Development, Small Business and Trade held a public hearing on House Bill 4086 on Feb. 9. The bill would direct Business Oregon to support industrial symbiosis pilot projects and a fish byproduct industrial symbiosis effort, with appropriations described in the analyst summary.
Analyst Chris said the bill would authorize $900,000 for designated communities’ industrial symbiosis pilot projects and a $640,000 appropriation for a fish byproduct pilot associated with the Oregon Coast Visitors Association’s work. The measure also included draft language to modify the Regionally Significant Industrial Site (RSIS) program and loan-recovery procedures; advocates withdrew RSIS changes in a dash-1 amendment to avoid sending the bill to revenue.
Sponsor Representative Daniel Winn said adopting the dash-1 would keep the bill out of revenue so it can move to Ways and Means and focus on securing funding for the symbiosis pilots. Representative John Lively and Taylor Sarman (representing economic development districts) described a dash-3 technical fix to HB 2266 (2021) that clarifies loan-collection and grant requirements so economic development organizations can access previously allocated lending funds.
The committee carried HB 4086 over to the next meeting (Wednesday) for further consideration; no final committee vote was taken on the bill during this session.
