Broken Arrow council approves consultant for Rose District master plan, forms citizen advisory committee

Councilor David Pickle said the City of Broken Arrow authorized an agreement for Design Workshop to lead the next master plan for the Rose District, starting next month and expected to take about a year.

The move follows roughly 20 years of development since the district’s first master plan, Pickle said, and city leaders want residents and business owners to help shape the next phase. "So, you know, it's hard to believe that it's been, 20 years, you know, that we've continued to develop the Rose District off of that first master plan and those types of things," Pickle said.

Why it matters: The Rose District is a primary commercial and cultural area for Broken Arrow; an updated master plan will guide public investments, streetscape design and potential redevelopment over the coming decade. Pickle said the council authorized a citizens advisory committee composed of residents and business leaders "to help come, work with that design as well and provide little bit of oversight during that process." The advisory group will be asked for feedback on quality-of-life features and attractions that draw families and visitors to the district.

City leaders expect Design Workshop to produce a design concept in roughly 12 months. "They're gonna start, next month. It'll take about a year for them to come up with that design concept, for the next, master plan for the Rose District," Pickle said. Council materials and further meeting notices will follow as the advisory committee is recruited and the consultant begins outreach.

The council did not provide a motion text or vote tally in the segment; McCullough stated that the council "approved a consultant." The next procedural steps reported on the program are recruitment of the citizens advisory committee and public engagement through the consultant’s outreach schedule, with a target of an initial concept by April 2027.
