The dash-2 amendment under consideration removes a $300,000 allocation to Business Oregon for the unified trade strategy and instead allocates $950,000 from the Administrative Services Economic Development Fund to Business Oregon to establish and administer a tariff-relief grant program with awards not to exceed $10,000 each. The amendment included eligibility criteria (Oregon-headquartered businesses, under $500,000 annual sales, in operation at least two years and demonstrably impacted by tariffs) and kept the final roadmap due to the Legislature by December 15, 2026.
The committee adopted the dash-2 amendment without objection and voted to move HB 4061, as amended, to the floor with a due-pass recommendation and referral to Joint Ways and Means; Chair Winn thanked agency and community partners and said the procurement roadmap recommendations would inform legislative concepts for 2027.
