Committee advances SCR 203 honoring community volunteer Moses Ross

The Senate Rules Committee on Feb. 11 held a public hearing on SCR 203, a concurrent resolution honoring the life and community service of Moses Ross (1966–2025). Multiple witnesses described Ross’s long record of volunteerism and local civic leadership and urged lawmakers to adopt the resolution.
Nathan Soltz, chair of the Democratic Party of Oregon, testified that Ross was a ‘‘super volunteer’’ who had personally supported many activists and volunteers across the state and praised his ‘‘contagious kindness.’’ Carl Fisher and Matt Keating offered personal recollections about Ross’s decades of campaign work, neighborhood leadership and mentorship of younger organizers. Witnesses described Ross’s neighborhood involvement, food drives, PTA work and other quiet acts of service that, they said, built civic life in Portland’s communities.
After public testimony the committee moved SCR 203 to the floor with an adopted recommendation and recorded aye votes from several members. The resolution will now be considered by the full Senate.
