Council moves to introduce electronic filing ordinance for campaign disclosures

Joanne Robbins, Lafayette City Clerk, presented Ordinance No. 700, which would add Chapter 2‑19 to the Lafayette Municipal Code to require electronic filing of campaign disclosure statements for candidates, elected officials and political committees that receive contributions or make expenditures of $2,000 or more in a calendar year. Robbins said the threshold is established by state law and that the city already uses the Granicus system for Form 700 filings; that system is certified by the Secretary of State and meets security and accessibility requirements.
"Expanding its use to campaign disclosure statements will improve efficiency and enhance public access to information," Robbins said. She noted the ordinance allows paper filings where necessary for ADA accommodations or technical limitations and said sensitive information (bank account numbers, street names) would be protected in accordance with state law.
A council member moved to introduce the ordinance, take public testimony, and continue the item to the next meeting for adoption; the motion was seconded and approved by voice vote.
