Rhode Island House adopts ceremonial resolutions, hosts introductions and adjourns in memory

The Rhode Island House of Representatives used floor time on Feb. 10, 2026 to adopt multiple ceremonial resolutions, welcome several community guests and adjourn in memory of a longtime local nurse and civic volunteer.
Representative Stewart presented a resolution designating Feb. 10, 2026 as the third Rhode Island Regiment Black Recognition Day, honoring the integrated First Rhode Island Regiment that served from 1778 through the end of the Revolutionary War and introducing descendants and local historical organization representatives attending the chamber. Chairwoman El Zate presented a resolution proclaiming February as Congenital Heart Defect Awareness Week and recognized community members including a repeat honoree the chamber has welcomed in prior years.
Representative Kislak introduced a resolution recognizing February 2026 as National Children's Dental Health Month, highlighting state policies such as expanded Medicaid reimbursements, use of public health dental hygienists and mobile dental vans. Kislak also described an informal "candy election" the chamber uses to practice ranked voting and encouraged members to vote via QR code during the day.
Chairwoman Shawcross Smith presented a resolution recognizing Feb. 10 as United Way 2-1-1 Day and introduced United Way representatives, citing that United Way 2-1-1 received 213,000 requests for assistance in a recent year as part of its statewide services. Representative Fallella offered a resolution congratulating James Parisi on his retirement after three decades of service to the Rhode Island Federation of Teachers and Health Professionals.
The chamber approved the offered resolutions by voice vote ("The ayes have it") and later observed a moment of silence and adjourned in memory of Helen Quinn, a former nurse at Roger Williams Hospital who died Jan. 29 at age 79. Leadership also reminded members of committee schedules and bill deadlines: the Speaker extended the bill deadline to the end of session on Feb. 24 and members were instructed to deliver bills to Legislative Council by Feb. 17 to avoid Rule 70 treatment.
