House Finance reviews governor’s education budget: student-success boost, MVET freeze and construction changes

The House Committee on Finance convened to review the governor’s education and local aid proposals, hearing agency presentations and public testimony on funding formula changes, school construction mechanics and data challenges affecting poverty counts.

Sharon (committee staff) summarized Article 7 and the budget’s education items, saying the governor proposes repealing future indexing of the motor-vehicle excise tax reimbursement and keeping reimbursement rates at fiscal 2026 levels. Staff told the committee that, “under current law, a 2% up to 2% increase would cause this amount to grow by $25,000,000 by fiscal ’31,” and that holding the rate flat would reduce out-year growth.

Office of Management and Budget Director Brian Daniels described the administration’s priorities and savings strategies, including a proposed increase in the student success factor from 40% to 43% for all districts.
