Board establishes and funds Fresno County Office of Housing and Homelessness

The Fresno County Board of Supervisors on Feb. 10 adopted budget resolutions to establish appropriations and positions for a new Office of Housing and Homelessness.
Deputy County Administrative Officer Amina Flores Becker told the board the item implements earlier direction from November to create the office and now establishes the operating budget, transfers five staff analyst positions and one senior staff analyst from the Department of Social Services, and adds one manager and one program technician. "This item officially establishes the budgets as were read. It transfers positions, adds positions as recommended, and identified as necessary for the operations of Office of Housing and Homelessness," Amina Flores Becker said.
The action sets FY25–26 appropriations and estimated revenues for the office at $5,251,402, decreases appropriations in the county administrative office and Department of Social Services to fund the transfers, and establishes $680,105 for the collaborative applicant housing and urban development org. The board approved the item unanimously.
The creation of the office follows the board's prior policy direction and is intended to centralize county housing and homelessness functions; staff said further operational steps and reporting will follow as the office begins its work.
Next steps include onboarding the transferred and new positions and integrating the office's work with county housing and human services programs.
