Lee's Summit committee weighs tighter carnival rules to curb disorder at downtown events

The Lee's Summit Community and Economic Development Committee discussed a suite of proposals on Dec. 10, 2025 aimed at reducing disorder at downtown festivals while preserving family-friendly elements of the carnival.
City staff framed the problem as an environmental one: police officials said increases in calls for service at festivals are linked to higher crowd density and unaccompanied youth during evening hours. "We've seen an uptick... especially during the peak hours from 6 to 11PM," Chief Forbes said, arguing that changes to the event environment could prevent some incidents before they occur.
