The Sacramento County Board on Jan. 27 approved a consulting contract with CVR Associates to evaluate the Sacramento Housing and Redevelopment Agency’s public‑housing and voucher programs, financing processes and governance, and to provide an interim executive leader during the assessment.
Deputy County Executive Shivon Kothari summarized the background: in 2024 the Board asked SHRA for workshops and staff returned with a recommendation to use outside consultants to strengthen coordination between the county and SHRA. The Board authorized an expanded RFP so a consulting firm could also provide interim executive leadership while the assessment is performed.
Kothari said the recommended firm, CVR Associates, scored highest and proposed Chris Warren — described in the staff presentation as a senior vice president with more than 25 years of affordable housing and housing authority experience — to serve as interim executive effective Feb. 1 or when the contract is executed. City staff are taking parallel actions at the Sacramento City Council to permit the joint JPA amendment needed for the appointment.
Supervisor Kennedy, who pulled the item for discussion, said the action deserved review beyond a consent vote because it could produce the largest changes to county affordable‑housing policy in decades and praised staff and interim leadership for transparency during transition.
County staff said the assessment is expected to take about six to nine months with recommendations to return to the Board before year end. The Board approved the consultant contract and related appropriation adjustments as part of the consent calendar.
