"If we could bid the both turfs at the same time, we may see some economies of scale," Titterington said, explaining the proposal to pair bidding for Community Park with a similar project already authorized for Duke Park.
The committee discussed timing and design. Titterington said the Duke Park installation is expected this spring while Community Park would likely be a fall project to avoid disrupting spring and summer activity. He said Park Superintendent Mister Drake provided "a conservative cost estimate of $220,000," which the committee proposed as the authorization limit. The final design for Community Park has not yet been completed; the $220,000 figure is based on comparables and anticipated price increases, Titterington said.
Missus Westfall asked whether the project would replace the wheelchair swing now at the site and whether a pathway would be included. Titterington confirmed the project "would replace that equipment there" and that there would be "a concrete sidewalk to give it access, yeah, similar to what we're doing out at Duke Park," but reiterated that final design work remains to be done.
Missus Westfall moved to "move forward with emergency." Chair Jeffrey Wooden announced the motion carried unanimously. The committee did not record individual roll-call votes in the transcript; members present and recorded in the meeting were Chair Jeffrey Wooden, Mister Titterington and Missus Westfall; Miss Hickman was noted as absent.
Next steps: the committee recommended emergency legislation to coincide with the Duke Park emergency so both projects can be bid together, and staff will proceed with procurement and final design work before bringing a contract back to the appropriate body for award.
