Plumas County directs staff to prioritize Tyler (Munis) payroll conversion and impose temporary freeze on payroll changes

Plumas County supervisors on Feb. 10 directed county staff to prioritize the migration of payroll data into the Tyler (Munis) Human Capital Management (HCM) module and to adopt a short, defined freeze on payroll changes to permit accurate data entry and parallel testing.
Board members and staff described the legacy payroll system (referred to as Pinnimation/Finance Plus/CentralSquare in the meeting) as obsolete and said payroll remained the last module to migrate. Human Resources and Auditor staff reported that frequent, weekly payroll changes and limited staffing have hindered earlier migration attempts. Departments asked for protected time, permission to defer noncritical projects, and clearance from the board to close offices on specified days so staff can focus on data validation, auditing and conversions.
The board voted to direct Human Resources, the Auditor’s Office and Information Technology to prioritize payroll conversion work, authorize temporary deferral of noncritical initiatives, and implement a narrowly defined payroll-change freeze window to support a coordinated go-live and parallel runs. Staff said Tyler is used in many counties and the issue for Plumas County is operational (data completeness and validation), not the vendor’s capability. The board asked staff to report back after the conversion window and confirmed the county will pay retroactive adjustments if retroactive pay is required.
