Glendora trustees approve changes to circulation policy to add temporary memberships and one-time automatic renewals

The Glendora Board of Library Trustees voted unanimously to approve updates to Library Administrative Policy 3.03 (the circulation policy), adopting a new temporary membership category and an automatic-renewal provision.

Library Services Manager Donna Dukes told the trustees the revisions were intended to reflect current practices and broaden access. "We recommend that the Board of Library Trustees approve library administrative policy 3.03, circulation policy as presented," Dukes said during her presentation.

Key changes include renaming what had been called a "digital membership" to "online membership," creating a temporary membership that runs for 90 days and allows checkout of one circulating item (excluding special materials such as laptops and tablets), and enabling materials to be automatically renewed one time if not returned by their due date.

Trustees asked whether the 90-day temporary membership could be renewed repeatedly and whether non-residents could obtain it. Dukes said temporary members who present photo identification may continue to renew the temporary membership; the membership does not require proof of residency and may be converted to full privileges once proof of residency is provided. She also said non-residents who live in the state of California may qualify by providing an address and photo ID.

Trustees were told the library expects no fiscal impact from the changes. A motion to approve the policy "as presented" was made by Trustee Long, seconded, and carried 5-0.

The policy changes are intended to expand access to online resources and in-house computer use while preserving limits on special materials. The board did not set an implementation date during the meeting; staff will proceed with next steps as authorized by the trustees.
