Board approves South County Beach Coalition MOU to pursue sand‑nourishment coordination; some supervisors seek broader regional involvement

Dylan Wright (OC Community Resources) said the coalition grew from a 2013 regional sediment plan and a later strategic plan focused on Capistrano Beach (SEG 4850‑4860, SEG 4860‑4870).
Supporters argued the coalition would streamline cross‑jurisdiction coordination and help secure funding for beach nourishment and coastal resilience. Vice Chair Foley said the goal is to get the South County framework in place so a sediment management plan can be implemented.
Several supervisors objected that other coastal cities were not yet included and recommended a more countywide approach or merged coalitions so that grant applications would not compete or exclude sections of the county coastline. After debate, the board approved the MOU 3‑2 and directed staff to pursue regional alignment where feasible.
Next steps: staff will implement the coalition framework, continue outreach to other jurisdictions, and pursue grant opportunities for sediment management and coastal resilience.
