Northampton County Council on Feb. 19 authorized the county to apply for a Redevelopment Assistance Capital Program (RCAP) grant of $500,000 on behalf of Skyline Investment Group Easton LLC to support redevelopment of the former Dixie Cup Factory site in Wilson Borough.
Councilmember Warren, who introduced the resolution, said the county would serve as the public applicant and pass the grant through to the developer if awarded. “Number 1, the county supports the grant to Skyline Investment Group Easton LLC in the amount of $500,000 to be used for the Dixie Cup Factory site redevelopment,” Warren said while reading the resolution.
During discussion a councilmember asked whether any county matching or local funds would be required; staff and other members clarified that this is a state grant administered by the governor’s office and that the county would act as administrator rather than using county taxpayer funds. One councilmember asked for the county executive or designee to be explicitly authorized to execute grant documents; the resolution was amended to permit the county executive and her designee to sign necessary documents.
Following debate, the council adopted the resolution by roll call (8–1). Councilmembers who supported the resolution said the grant would help remediate and reuse a long-vacant industrial site, strengthen the tax base and promote local investment and jobs. The dissenting vote was not elaborated in detail on the record.
