The Board completed a continued cost‑accounting hearing concerning a rental property at 1823 Hyal Ave. A in Linda, where code enforcement had documented surfacing sewage and hazardous electrical conditions and previously issued a Notice and Order to Abate.
Code enforcement presented an accounting of administrative and abatement costs and sought to recover fees associated with inspections, investigations, abatement activities and the overhead of bringing the matter before the Board. Staff described prior outreach, multiple attempts to secure voluntary compliance, and two tenants who raised similar habitability concerns. Owner representatives said repairs were completed and described attempts to negotiate payments and an earlier effort to tender a lower payment that staff said was not accepted at the counter on a time‑sensitive day.
After discussion and public testimony from the owner's representative (Brenda Ochoa) and agent (Cam Singh), the Board modified the requested total and adopted findings, orders and a reduced assessed amount of $5,572.75. The Board ordered that amount be placed as a special tax assessment on the property tax roll and authorized recording an abatement lien; counsel advised that if the payment is received before recording, the lien will not be recorded.
