Board accepts outside investigator's executive summary finding misconduct by Supervisor Feuer on two allegations

Human Resources Director Tiffany Manuel presented the executive summary of a second outside fact‑finding investigation into allegations of inappropriate conduct by Supervisor Feuer. Manuel said outside investigator Brooke Kozak (Shaw Law Group) substantiated allegations 1 and 2 and found allegation 3 (retaliation) unsubstantiated. Manuel recommended that the board accept the investigator’s findings and take any additional actions the board deemed appropriate beyond those previously approved.
Board members discussed ethics training, adoption of a code of conduct and the internal process; Supervisor Feuer addressed the board at length disputing the process and the findings, arguing about investigative procedure, credibility assessments and the use of HR in political disputes. After discussion the board moved and seconded staff’s recommendation; the motion passed by voice vote with no recorded opposition and the board accepted the investigator’s findings and the previously approved actions referenced in resolution 2024‑107.
