Yuba County board introduces consolidated fee ordinance updates; changes take effect July 1

The Yuba County Board of Supervisors on April 8 heard a staff presentation on proposed updates to the county's consolidated fee ordinance and voted to introduce the ordinance for consideration at a subsequent meeting.
Emily Bakken, a management analyst with the county administrator's office, told the board eight departments reviewed fees to ensure charges reflect the cost of services and comply with federal guidelines. Departments that proposed revisions include Administrative Services and IT, Agricultural Commissioner, Auditor-Controller, Clerk-Recorder, Sheriff, Treasurer-Tax Collector, and Community Development and Services (CDSA). Changes ranged from a standard report processing fee and electronic-copy fees to new airport hangar and apron fees and 26 Environmental Health adjustments to better align permits with department hourly rates.
Bakken said most revisions reflect the true cost of service or federal requirements; staff documented the detailed changes in the board packet and said the ordinance, if adopted after a second reading, would go into effect July 1, 2025.
Supervisors asked whether general permit-fee increases (for routine repairs such as water heaters or roofing) could be structured to avoid discouraging permit use, and staff explained the fee-for-service policy and limits on backfilling waived fees with taxpayer dollars. The board approved introduction of the ordinance and staff will return April 22 for second reading and potential adoption.
If adopted, the ordinance will update multiple departmental fees and include administrative clarifications and newly created fees noted in the packet.
