Tiffany Manuel, the county’s human resources director, presented a memorandum of understanding (MOU) with the Probation Peace Officers Association (PPOA) that updates negotiated terms for county probation staff.
Manuel said the MOU supersedes earlier side letters and consolidates negotiated provisions. Key changes include increasing the maximum vacation accrual cap from 384 hours to 484 hours effective July 1, 2025; updated language to address a probation detection canine program; and clarified language about probationary periods on demotion. Manuel requested board approval and authorization for the chair to sign.
Following a short presentation and questions, a motion to approve the MOU was made and seconded. The board voted in favor and authorized the chair to execute the agreement.
The MOU is an employment contract between the county and PPOA; its fiscal effects are governed by the county’s collective‑bargaining and budget processes.
