Jolene Harper said the county first solicited bids in November 2022 but received no responses and subsequently solicited quotes; the contract executed in February 2024 included one‑year terms with optional extensions. The amendment removes the Tri County Youth Development Center from the county contract because state bonding imposes different requirements for that facility, adjusts the contract amount to ensure adequate funding for the next year and leaves on‑call contingencies in place.
Supervisor House asked why the item was on the consent agenda given the lack of an open RFP award and expressed concern about splitting equipment across contracts. Administrative staff said they reached out to vendors after the no‑bid solicitation and were moving toward a new procurement platform (OpenGov) to increase vendor responses. After discussion the board moved to approve both items 245 and 246; the motion passed with one supervisor absent.
The action authorizes a chair signature for the amendment and increases available contract authority to cover expected maintenance and on‑call needs.
