Anthony Centillion presented the case and said it began after a Yuba County Sheriff's Department search warrant in September 2023. He said greenhouses on the parcel were addressed and staff time accounted for just under seven hours; on-screen slides and the presenter referenced totals in the tens of thousands. During the presentation Centillion stated accounting figures as "68,468 and 66¢" and later the motion recorded by a supervisor referred to enforcement costs of "$6,768.66" as a special tax placement and a separate abatement lien amount read into the record using the transcript wording.
Board members asked clarifying questions, and staff explained that some penalties had accrued while efforts to permit or resolve unpermitted structures extended nearly a year. No public testimony was offered. A supervisor moved and the board adopted the staff-recommended findings and orders; the roll-call vote recorded four yes votes and one absent.
