Jamie Bartolome, deputy director with Yuba County Health & Human Services, presented the California Work Opportunity and Responsibility to Kids (CalWORKs) system improvement plan covering May 1, 2024, through June 30, 2026.
Supervisor House asked about a self‑assessment and peer assessment that identified service delays tied to staffing absences and whether the plan includes recruitment and retention measures. Bartolome said the department recently recruited employment services specialists and a social worker; social workers will focus on clients with higher barriers while enrollment specialists will manage paperwork for active cases. Bartolome said caseload studies were conducted and that the county’s performance compares favorably to state averages.
Board members also discussed pending federal legislation that could reinstate or change work requirements for programs including CalFresh and cash assistance. County staff said implementation details would depend on state decisions and timeline; staff offered to return with more information once federal and state rules are clearer.
Following discussion, a supervisor moved to approve the CalWORKs system improvement plan and the board voted to approve the item. The vote was recorded with the absent supervisor noted.
