The Board approved a memorandum of understanding (MOU) between Yuba County and the Yuba County Deputy Sheriffs Association (DSA) for the term 08/01/2025 through 06/30/2027 after a Human Resources presentation summarizing negotiated provisions.
Tiffany Manuel, Human Resources Director, described key provisions negotiated in the agreement: alignment of DSA pay ranges with the county's range table; county health insurance contributions set at 100% of the CalPERS Gold employee‑only premium and 90% of the CalPERS Gold employee‑plus‑one and family premiums; dental and vision remaining at 100% for employee only and 80% for employee plus one/family; a cost‑of‑living adjustment effective 07/01/2026 ranging from a minimum of 1% to a maximum of 3.5% based on the April‑to‑April California CPI for all urban consumers; transition of education and specialty pay from a fixed amount to a percentage tied to base pay; changes to holiday‑in‑lieu pay to an hourly rate basis; a probationary period extension of up to six months with departmental and human resources approval; overtime pay for staff assigned to outside‑organized special events reimbursed at overtime rates; and an interest in exploring a career development program for correctional officers.
Following a short period of clarification and questions about whether internal correctional positions still have pathways to deputy Sheriff trainees, the board moved and seconded the MOU approval and voted verbally in favor.
Separately, Lieutenant Chad Watson presented the Yuba County Sheriff's Office military equipment use annual report for 2024 and recommended reaffirming the county ordinance (Chapter 2.155) governing military equipment use. The board opened the public hearing, received no public comment, and took a roll call vote to reaffirm the policy. The roll call recorded Supervisors Vasquez, House, Fuhrer and Mesic as voting yes; Supervisor Bradford was absent and not recorded as voting.
After closed session, county counsel reported the board granted authority to the chair, vice chair or designee to execute and return documents to participate in the Purdue/Sackler bankruptcy settlement and to submit participation forms for allocations as needed.
The MOU and the ordinance reaffirmation were the formal actions recorded in the meeting; staff were authorized to finalize execution as described on the record.
