Board approves shelter-plan closeout, public-health grant, road contract and administrative policies; licenses thrift operator

At its Aug. 25 meeting the Yuba County Board of Supervisors approved a series of administrative items, ranging from grant closeout and public-health funding to a road-repair contract and county purchasing policy.

Community Development staff presented a closeout request for a planning grant from the California Department of Housing and Community Development (HCD) that funded a county emergency-shelter design study. Kevin Perkins said the planning-product is a roughly 100-page draft that HCD is currently reviewing; he told the board closing out the grant is required for future competitive eligibility and that the plan will be attached to the next agenda for board review if members prefer. A supervisor moved to close out the grant at the meeting with staff providing the plan to the board afterwards; the motion passed.

Melissa Shaw, deputy director over public health, asked the board to authorize the Health and Human Services director to accept and administer California Home Visiting Program funds from the California Department of Public Health for July 1, 2025–June 30, 2026. Shaw noted prior-year partnering with Youth for Change using the Parents as Teachers model and reported that, from Jan. 1 to July 31, Youth for Change conducted 294 home visits serving 168 participants that generated 507 referrals for services. The board approved the resolution to accept and administer the funds.

Public Works staff asked the board to award the State of Good Repair project for Loma Rica Road (State Route 20 to Fruitland Road) and Southfield/Loma Rica approaches to Tucker Construction as the lowest responsive and responsible bidder at $4,367,984, funded by the surface transportation grant program and county road funds. The board authorized the chair to sign the contract.

County Administrator Kevin Malley presented the board's first formal food-purchase policy, which sets GSA per-diem meal rates as a cap for event food purchases and requires department-head and administrator sign-off for events that exceed $1,000. Malley said department-level oversight and an annual reporting mechanism would increase transparency; the board adopted the policy.

Jolie Turk, Treasurer and Tax Collector, presented an application for a secondhand dealer license from Pay It Forward Golden State, a nonprofit planning to operate at 4855 Fleming Way in Olivehurst. Turk noted a typographical error in the staff memo but said sheriff's staff raised no objection; the board approved the license for Sept. 1, 2025–Aug. 31, 2026.
