Board approves personnel changes, purchases and contracts including residential behavioral-health agreement
Summary

At its Feb. 3 meeting the Tehama County Board of Supervisors approved multiple personnel appointments, procurement actions and agreements spanning public safety, public works, health services and the district attorney’s office.
Key actions approved by roll call included:
- Probation appointment: the board approved an appointment of an applicant as Deputy Probation Officer II (range 33, step 3) upon successful completion of pre‑employment requirements (motion carried unanimously).
- Veterinary technician: the board approved the appointment of a registered veterinary technician (extra-help) with a retroactive effective date to reflect licensing (unanimous).
- Vehicle replacement and purchase (Health Services): the board approved a bid waiver and purchase order for one 2025 Ford Escape (approx. $38,806.10) to replace a total-loss vehicle, plus budget transfers required for the purchase (approved; four-fifths vote where required).
- Behavioral-health residential agreement: supervisors authorized the executive director to sign an agreement with Compassion Pathway Behavioral Health LLC for community residential treatment services, with maximum compensation not to exceed $1,800,000; presenters said placements would be funded with mental-health realignment or Mental Health Services Act dollars (approved unanimously).
- District Attorney RIMS purchase: the board approved a $67,000 transfer from salary savings to fund a records/incident management system (RIMS) for the Bureau of Investigation; ongoing licensing costs estimated at about $4,500 a year were discussed (approved unanimously; agreement expected next week).
- Sheriff vehicle purchases and funding transfers: the board approved findings to use a California state contract and waived a formal bid process for acquisition of 2025 Ford F‑150 police responders; the sheriff said AB 443 discretionary funds would front the county portion and the balance would be reimbursed by grant funds (approved unanimously).
- Public works change order: the board approved Change Order No. 26 to the ST Roads Inc. contract for the 99 W and South Main Street project, a final balancing change order that increased the contract by $78,973.20; the interim director said no direct county dollars funded the project and that maintenance responsibilities will follow jurisdictional lines (approved unanimously).
Most items passed with unanimous votes. Where four-fifths approval was required for budget transfers, the board recorded the necessary supermajority roll calls and approved the requests. Several motions were moved by Supervisor Burrows or Supervisor Jones and seconded by other members; roll-call records are attached to the county minutes.
The board also instructed staff to provide additional documentation and clarification when warrant-register lines list 'department/unit unavailable.'
