Board approves cooperative purchase of transit vehicles, authorizes $420,000 PO

Interim Public Works Director Tom Provine asked the board to authorize the county to use the CalACT Basin Transit Purchasing Cooperative to acquire two All Star E-450 type C gasoline buses and one BraunAbility low-floor minivan as part of scheduled replacement for the Trax fleet. The board approved finding that waiving the formal bid process was in the county’s best interest and approved a transfer of $110,000 from contingency to fixed assets (4/5 vote required and recorded) and authorized purchase order SD10347 with maximum compensation not to exceed $420,000.
Provine said the purchases are part of routine fleet replacement; the county has applied for an exemption from California’s clean-fleet rules that require future vehicles to be electric but noted vehicle-technology constraints for the county’s routes. Supervisors recorded support and acknowledged continuing to pursue exemptions while monitoring the state timeline for electric-fleet requirements.
The board approved the bid-waiver, fund transfer and purchase order by roll-count votes recorded in the minutes.
