Ron Robbins, a county code‑enforcement officer, summarized investigation and inspection findings for the parcel, including drone and ground photos showing multiple livestock beyond the limit for an R‑1 parcel, scattered inoperable vehicles and trailer equipment encroaching on adjacent properties. Robbins said the initial inspection for the present case was Feb. 25, 2025, the property was posted March 5, 2025, and the office has records and prior cases dating back to 2017 and 2019.
Robbins told the commission that a penalty lien had been recorded previously for administrative fines, but that the lien addressed fines rather than nuisance abatement; staff requested a public‑nuisance declaration to pursue removal of animals and vehicles from the parcel.
Neighbor Robert Fobel described ongoing impacts: flies that invaded his kitchen, repeated fence damage from animals, a persistent odor he called "atrocious," and a reported loss in his property value. "It's time to do something for it," Fobel told the commission.
Commissioner Karen Jones moved to adopt a resolution declaring a public nuisance at 18975 Jewell Road; Commissioner Ryan Patrick seconded. The motion carried on a voice vote. The resolution gives staff authority to pursue abatement steps consistent with county code and previously recorded enforcement actions. No representative for the property owner was present at the hearing.
Staff indicated the record includes prior warnings, monitoring by animal regulation and previous liens; the adoption of the resolution will allow more aggressive abatement measures if the owner does not comply.
