Edel Hall fees: Molly Bloom, museum director and curator, presented a fee study recommending a single rental rate for Edel Hall (eliminating four separate rates tied to alcohol and rose‑garden add‑ons), adjusted cleaning and security deposit charges and retained existing discounts (25% nonprofit discount and weekday partial‑day rates). After a brief public‑hearing period with no public comment, the board adopted the fee schedule revision by voice vote.
Law library MOU and staffing: Ayla Elkins, director of library services, presented a memorandum of understanding with the Sutter County Law Library Board of Trustees to increase an existing library technician position from 0.8 FTE to 1.0 FTE, allocating approximately 0.2 FTE (eight hours per week) to the law library. The board approved the MOU and a corresponding budget amendment that increases county library appropriations by $10,000 to be fully offset by a $10,000 contribution from the Sutter County Law Library Trust; staff said there is no general‑fund impact.
CSAC nominations: The board nominated Supervisor Ziegemeyer as member and Supervisor Baines as alternate to the California State Association of Counties (CSAC) board for the 2025–26 term; both nominations were approved.
County budget adjustments: County Administrator Steve Smith presented budget adjustments for FY 2023–24 and FY 2024–25 tied to Workday implementation and interfund reconciliations. Smith said about 85% of the changes are related to behavioral‑health realignments or transfers; the only general‑fund impact is a $135,802 contingency increase for fire administration. The board approved the adjustments on roll call.
