Sutter County issues November proclamations on homelessness, caregivers and lung cancer awareness

The Sutter County Board of Supervisors used its meeting time to present three proclamations recognizing local efforts on homelessness, family caregiving and lung cancer awareness for November 2025.
The board proclaimed November 2025 as National Homeless Awareness Month and highlighted county partnerships and local programs that support people experiencing homelessness, including the housing support program, Better Way Shelter, Harmony Village, New Haven Court, Hands of Hope, Project Roomkey, the Coordinated Entry System, the REST program, the Homeless Engagement and Resolution Team and the county overnight camping area. Johnny Burke, representing local nonprofit partners, accepted the proclamation and thanked the county: "Sutter County is just one of the best partners any nonprofit agency can have," he said, praising collaborative shelter and housing work.
The board also proclaimed November 2025 as National Family Caregivers and In-Home Care Providers Month. The proclamation noted California's In-Home Supportive Services (IHSS) program serves over 795,000 recipients statewide and more than 2,000 residents in Sutter County; the board honored family and paid caregivers for helping keep people in their homes and avoid more costly institutional care.
Finally, the board proclaimed November 2025 as Lung Cancer Awareness Month. The proclamation summarized that lung cancer is a leading cause of cancer death and cited that screening with low-dose computed tomography for high-risk individuals can lead to earlier detection; the transcript stated a roughly 20% reduction in mortality compared with screening by chest x-ray. A Sutter County Public Health representative thanked the board "for this proclamation" and highlighted ongoing tobacco-control and education efforts.
Photos were taken after the proclamations and staff were instructed to coordinate acknowledgments with the recipients. No board policy changes or funding decisions were made during the proclamation presentations.
