SUTTER COUNTY — The Sutter County Board of Supervisors on Sept. 9 authorized a deed of trust, loan agreement and loan note with Richland Village LP to defer certain county impact fees for the construction of permanent supportive affordable rental housing, in an amount not to exceed $344,354 over a 55-year term.
County staff described the project as a 133-unit development on Bernard Drive in Yuba City spanning about 4.7 acres with a mix of 66 one-bedroom units, 32 two-bedroom units and 37 three-bedroom units across three-story buildings, plus a two-story community building with meeting space and staff offices. Staff said the site is about a quarter-mile from a bus route with service projected at 30-minute headways during peak hours. The county previously used a similar loan arrangement with the regional housing authority for a 41-unit veterans and homeless housing project at New Haven Court.
No public comments were received on the item. Supervisor Baines moved to approve staff’s recommendation and Supervisor Ziegenmeier seconded. Roll-call votes were recorded and the motion carried.
The board also authorized the chair to sign loan documents and gave county staff and county counsel authority to make immaterial changes prior to signing and recording if necessary.
